There has been a Justice Reinvestment Task Force put in place to help lower prison population. Its very well known in most circles that Louisiana is the most incarcerated state in the U.S. In fact Louisiana houses more prisoners per capita than anywhere else in the WORLD!

Corrections Secretary James LeBlanc was quoted as saying, “We need to at least get to number two in the world on incarceration rates, so that’s sort of our goal here, in some sense,”. That is a fairly noble goal, considering that the majority of the housed prisoners in the state are non-violent offenders.

LeBlanc was quoted as saying when asked what will be done instead of housing certain offenders, “With diversion programs, with treatment programs, a lot of those areas, especially in our rural communities, where they don’t have access, we need to develop that access,”.
