Correction: We initially indicated that the five men involved in these Caddo Parish homicides had been arrested. The Caddo Parish District Attorney's Office has since informed us that none of the individuals were arrested prior to the Grandy Jury rulings.

Five men who had been arrested in relation to murders in Caddo Parish were not indicted in recent Grand Jury judgements. The news comes from the office of Caddo Parish District Attorney James Stewart.

A Grand Jury is not a criminal court jury, and do not decide the innocence or guilt of an individual. The purpose of the Grand Jury is to establish if there is enough evidence that a crime may have been committed by the individual being presented. Often times, a Grand Jury can indict someone, and they are found innocent during a criminal trial.

When a Grand Jury doesn't indict, a prosecutor can attempt to present the case again, but that isn't guaranteed.

The following judgements were announced in a release today from the Caddo Parish District Attorney's Office:

- The Grand Jury no-billed Clarence Youngblood Sr. in connection with the July 28, 2021 slaying of Darnell Smith. Mr. Smith, 33, was shot and killed outside a residence in the 3300 block of West Caperton Street, in the Queensborough neighborhood.

- The Grand Jury no-billed Perry Snow in connection with the March 20, 2021 slaying of Jodeci Fisher. Mr. Fisher, 28, was shot in the 900 block of Robinhood Street at the 6000 block of Thornhill Street in the Cedar Grove neighborhood.

- The Grand Jury no-billed Keith Adams in connection with the February 8, 2021 slaying of Nikolas Mason. Mr. Mason, 23, was shot dead inside a residence in the 6500 block of Henderson Avenue, in the Cedar Grove neighborhood, during an apparent home invasion.

- The Grand Jury no-billed Frankie Tillman in connection with the January 7, 2022 slaying of Jacobe Hayes. Mr. Hayes, 22, was shot in the 3100 block of Knight Street and died at Ochsner LSU Health hospital.

- The Grand Jury no-billed William Jordan in connection with the November 28, 2021 slaying of Darren Holmes. Mr. Holmes, 44, was shot in the parking lot of a convenience store in the 4300 block of Linwood Avenue and died of his wounds at Ochsner LSU Health hospital.

The District Attorney's Office did announce indictments of three men. Timmy Lee Kepney, Rory Chevalier Pipkin, and Terence Terrell Paschal were all indicted on First Degree Rape charges.
