Two Men Arrested in Incidents Involving Minor Children

Police have made two significant arrests this week following separate investigations into domestic disputes.

On February 16, 2026, officers responded to a domestic incident just before 6:00 p.m. Following a preliminary investigation, Stephen Moore was taken into custody and charged with Domestic Abuse Battery with Child Endangerment.

Two days later, on February 18, 2026, officers executed a second arrest in an unrelated case. At approximately 9:00 p.m., Kevin Harris was arrested and faces four counts of Domestic Abuse Battery with Child Endangerment.

Understanding Domestic Abuse and Child Endangerment Laws

Under Louisiana law, domestic abuse battery is defined as the intentional use of force or violence committed by one household or family member against another.

The charge is elevated to Child Endangerment when a minor child, aged 13 or younger, is present at the location during the commission of the battery. SPD officials noted that the presence of children significantly increases the gravity of these offenses, as witnessing such violence can cause long-term trauma and harm to the family unit.
