When it comes to U.S. politics, Louisiana is usually considered a "red state." But for the Nov. elections  officials from another "red state" have been denied access to Louisiana polling places.

Louisiana was one of three states petitioned by Russia's consulate Alexander Zakharov to have Russian officials present at precincts on Nov. 8.

Zakharov, who lives is Houston, made the requests to Louisiana, Texas and Oklahoma to study the "U.S. experience in organization of the voting process."

Louisiana Secretary of State Tom Schedler's office--which is in charge of overseeing elections within the state--quickly denied the requests.

The U.S. State Department is calling the letters a "PR stunt."
