One of them, 17-year-old Raphaeil Robinson, was arrested at Festival Plaza after allegedly striking a man at the event. He's charged with disturbing the peace by fighting.

After the teens left Festival Plaza, some of them hung around on the streets and sidewalks near Commerce at Milam, anticipating a fight. Patrol officers arrived and ended the melee, but not before being forced to use pepper spray on some of them.

Four teenage girls were cited -- three for interfering with an officer and the other with inciting a riot. One of the girls had to be treated by EMS at the scene after being maced when she tried to fight with an officer.
